Neighborhood Parking Districts, Losing Privacy to High-Rise Developments

Greetings!

The Planning Commission meeting, held on July 13, 2017 held a public hearing on the proposed Farmer Lane Senior Housing rezoning, density bonus, and tentative map consideration.  The hearing comments and Commission questioning presented an interesting example of the neighbor, developer, and Commission interaction on a variety of issues which are considered in the course of deciding whether a housing project would be approved.  In this hearing, neighborhood concerns over the use of their parking spaces by surrounding businesses, and the elimination of their privacy by the construction of a four-story senior condo project adjacent to the single-family housing, were explored.  Useful information on how to form a residential parking district was explained, as well as mitigations to maximize privacy.
